2010 National Grid & Nstar Weatherization/Insulation Rebate Program

Dear Customers:

 We have received a letter from Nstar stating that the rebate program will be extended until January 31st 2010. The same terms will be in effect, and the same rebate 2009 rebate forms will be used.

National Grid, as of January 5th, has still not updated their website or told their contractors what the new terms will be. The rumor is that both National Grid and Nstar will be requiring an official home energy audit through CSG/MassSave.

does this rebate apply to people who currently have oil heat?

This rebate does apply to customers with oil heat. The process is a little more complicated than for customer with gas heat. You first have to call CSG at 1800 292 2032. They are the organization that handles the OFFICIAL home energy audit that is required for oil heat customers. Once the audit has been completed, you will receive an estimate for the steps that recommended for insulating and sealing your home. In order to qualify for the rebate as an oil heat customer, you are obliged to do all the work quoted in the CSG estimate. They will then assign a contractor from the long list of pre-approved contractors. We would appreciate if you would let CSG know at that point that you have a relationship with American Building Technologies so that we can perform the work on your home to their specifications. After the work is completed, CSG will then send another inspector to make sure that the work has been completed to the correct specifications.

I need to have insulation blown into my attic to correct for the inadequate insulation installed by the original builder. What is the best way to try to receive a rebate on this expense. We heat with gas and are customers of National Grid and NSTAR.

This is process that must be followed in order to receive Nstar weatherization rebate: 
- First, schedule an estimate with a contractor such as ourselves (American Building Technologies). 
- Then have the work performed; once the work is completed we sit down with you and fill out the rebate. We give you a copy of the completed rebate. 
- ABT will then send off the original completed rebate form with an invoice stating that the work has been paid in full. 
- Finally, you will receive a rebate check in the mail from Nstar in 6 to 8 weeks.  
 
Let me know if you have any questions. You can use our online booking system on our home page to book an appointment or (better) you can call us to schedule an appointment. We will go over the best type of insulation to be used in your situation and budget.

I called into the N.G. rebate center (800-292-2032) and they said nothing about the 2010 rebate program for weatherization. They told me to keep checking the web site. Can you tell us anything more about this letter they sent saying it was extended to 1/2010?

The rebate has been unofficially extended. I did receive notice from the person responsible for the rebate program that the current rebate was extended until the end of January. Since this is a vague, transitional time and there is no way for our customers to be sure that they will get the rebate. ABT is offering a guarantee to its customers that it will receive the rebate. This guarantee is in the form of a written letter that basically states that ABT will pay the relevant amount that the customer would have receive from National Grid, if the customer does not receive their rebate check within 10 weeks.  
 
If you call the rebate center, they are unaware of this fact. And I am not at liberty to give out the email that I received. 
 
We do still have availability for the end of the month so if you do already have an estimate from us, please do schedule the work rapidly. If you don't have an estimate already, call us at 617 752 1570 to schedule your estimate.

National Grid Weatherization Rebate Program 
 
Dear Customers: 
 
We have received the following letter. Please call us to schedule your estimate today. We will take care of all the rebate details to ensure that you receive your rebate.  
 
 
National Grid Program Update to participating contractors 
 
National Grid would like to thank all Participating Contractors for a very successful 2009. As a result of your hard work in performing weatherization improvements, hundreds of National Grid Gas customers are benefiting this winter from lower gas usage, increased comfort, and improved overall home performance. 
 
As you are aware, the 2009 National Grid Weatherization Program officially ended on December 1, 2009. National Grid is writing today to inform you that the program will resume immediately. 
 
Because at this time National Grid is still finalizing the details of the 2010 National Grid Gas Weatherization Program, the transition period that was previously defined has been extended as follows: 
 
* Participating Contractors will continue to be able to offer the 2009 rebate on eligible weatherization improvements to National Grid Gas residential heating customers on work completed by February 28, 2010. 
* Rebate applications for eligible work completed during this transition period must be submitted to the Energy Federation, Inc. (EFI) and be postmarked no later than March 15, 2010 to be eligible for payment. 
* Existing Rebate Application Forms may be used during the transition period.  
 
National Grid is continuing to work with the Department of Energy Resources and other Program Administrators in the Commonwealth to finalize its Weatherization Program for 2010. While additional modifications are possible over the next several months, the following changes are being phased in: 
 
* All customers in 1-4 family homes that use natural gas provided by National Grid for heating must have a MassSAVE energy audit before any weatherization improvements are completed to be eligible for rebates through the National Grid Gas Weatherization Program. 
* Only measures identified and approved during the MassSAVE energy audit will be eligible for rebates through the National Grid Gas Weatherization Program. 
* Program rebates are only available for retrofit work. Weatherization work associated with new construction, additions, renovations, or any other projects where the weatherization work is required to be completed to meet state or local codes are not eligible for program rebates. 
 
For Participating Contractors that already have an established working relationship with a customer, a new toll free number has been dedicated to be used by the Participating Contractors to identify that customer relationship. Participating Contractors can call 1-877-850-8356 to identify customers that they are working with on weatherization projects who need an energy audit to meet the new eligibility requirement. When calling, the Participating Contractors should be prepared to identify the customer by name and service address. The customer name should be the individual that is the National Grid Gas account holder. The MassSAVE Program Vendor will note in the customer record the name of the Participating Contractor. 
 
 
Only the customer can schedule their energy audit; when they do so MassSAVE will confirm that the customer is indeed working with the Participating Contractor. The MassSAVE Program Vendor will work with the customer to schedule the energy audit as quickly as possible. At the time of the energy audit, the customer will be provided with a Weatherization Recommendations Summary Report that notes the type of weatherization work that is eligible for program rebates.  
 
Participating Contractors will directly contract with the customer for the weatherization work as outlined in the Weatherization Recommendations Summary Report. After the work is completed the Participating Contractor will submit a new 2010 National Grid Gas Weatherization Program Rebate Application to EFI. 
 
For the 2010 National Grid Gas Weatherization Program, all rebates will be paid directly to the Participating Contractor.

This program is still listed on the Mass Save website. Was it extended further? If so, I have a question: 
 
We are planning to replace some drywall in one of the bedrooms upstairs in our cape style home. We've already torn out the old drywall, and we realized just how bad the old insulation is. Now, we'd like to replace the insulation. It says program rebates are only available for retrofit work. Do you know if replacing the drywall counts as a renovation and would make us ineligible for the rebate?

WE HAVE REPLACED 6 WINDOWS IN OUR HOME AND ALSO WE ARE GETTING READY TO REPLACE OUR GAS FURNACE AND CENTRAL AIR.EVERYTHING IS ENERGY STAR RATED DOES ANYONE ONE KNOW IF REBAITS ARE OFFERED FROM NATIONAL GRID FOR THESE UP GRADES?
